My legs itch so badly when I walk or run ..should I see a doctor?

Hi I’m 5’3” and 99 lbs 18F and I’ve been having a really frustrating issue with my legs. Whenever I walk or run, they start itching extremely badly, so much that I literally can’t continue. The photo I’m sharing shows how red they get, but I haven’t scratched at all. It happens regardless of the weather hot, cold, dry, or humid. Scratching only makes it worse, and even after I stop moving, the itching doesn’t go away for a long time. It’s very limiting…I can’t walk far or run without triggering it, and it’s really affecting my daily life. Does anyone know if I should see a doctor for this?
